Description:

This position is part of the Education Facilities, Bureau of Indian Education (BIE), Department of the Interior (DOI). As a Safety & Occupational Health Manager you will be responsible for supervising employees engaged in school safety and risk management functions; provide policy and guidance; oversight and accountability for the highly complex education safety and risk management functions.

BASIC REQUIREMENTS - IOR:
  1. Undergraduate and Graduate Education: I have an Undergraduate and Graduate degree that includes or supplemented by a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
  1. Specialized Experience: I have experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-14: One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service that includes: Serve as a manager providing a wide variety of safety and occupational health concepts, principles, practices, and procedures; Plan, develop, manage and administer a safety and occupation health program utilizing safety and occupational health laws, regulations, standards, and policies; Analyze plans for modification of facilities to determine level of compliance with regulations, and to control unsafe conditions; Apply concepts and procedures associated with project management, financial management, and procurement; Implement regulations published by the U.S. Department of Labor, Office of Workers Compensation and expertise in the Federal Employees Compensation Act; Analyze safety design features and specifications; Develop new methods and procedures to identify or control hazardous construction processes or equipment usage; Present sensitive and sometimes controversial material and recommendations to higher authority or other government agencies; Create and write and/or modify manuals, regulations, standards, procedures or instructions; Supervise work of others to include assigning work and monitoring work progress.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
