This Information Technology Specialist position is located in the Office of Secure Transportation, Office of Technical Services (OTS), Engineering Systems and Technology Division (ESTD), Command & Control, Communications, Computers & Cyber Branch (C5B), and serves as an IT Program Manager overseeing the long range planning and coordination of IT projects performed by various IT support service contracts to support the C5 mission as well as some for the OST community as a whole.Requirements:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. - Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12.
Specialized experience for this position is defined as: experience demonstrating the application of advanced information technology (IT) principles, methods, and tools in a complex, mission-critical environment. This includes, but is not limited to, system design, implementation, and support; enterprise architecture alignment; IT program management; communication with diverse stakeholders with military and law enforcement mindsets; as well as the ability to manage projects, resources, and fiscal changes within a security-focused context.
Examples of Specialized Experience:
- Supporting development of long-range budgets and adapt to fiscal changes and priorities, to execute and manage an IT program budget across the five-year budget cycle;
- Provide technical direction to multiple contractors and facilitate coordination/collaboration among contractors while ensuring that roles and responsibilities are clearly identified and executed;
- Provide expert technical decisions, advice, guidance, and recommendations to management and other technical specialists on critical IT issues;
- Apply emerging technologies and IT best practices to previously unsolvable problems
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
